Not sure if this is helpful, but in the incomplete/interrupted install
of the newer package, if I try to start the service (note that it is
stopped - Active: inactive), it also hangs:

$ dpkg -s power-profiles-daemon | grep Version
Version: 0.21-1ubuntu2
Config-Version: 0.21-1ubuntu1
$ systemctl status power-profiles-daemon.service 
○ power-profiles-daemon.service - Power Profiles daemon
     Loaded: loaded (/usr/lib/systemd/system/power-profiles-daemon.service; 
enabled; preset: enabled)
     Active: inactive (dead) since Tue 2026-08-18 14:15:27 EDT; 3h 45min ago
   Duration: 22min 44.120s
   Main PID: 50723 (code=exited, status=0/SUCCESS)
        CPU: 33ms
$ sudo systemctl start power-profiles-daemon.service
{hangs forever}
