debian/patches/riscv-on-ppc64-gcc15-121689.patch disables the Global
Common Subexpression Elimination (GCSE) optimization pass for function
riscv_pmu_icount_update_priv() (__attribute__((optimize("no-gcse")))).

I would suggest to build without the patch and run
qemu-system-riscv64 -M virt -cpu rv64,h=off -nographic
on a ppc64el system. The RISC-V emulation should hang after OpenSBI
output. No QEMU error should be reported.
