Public bug reported:
In official Ubuntu 26.04 WSL image. It is missing libicu library. It is used to
be there out of the box. Please consider bundling it back.

architecture" one.
Expected:
A newly installed Ubuntu 26.04 has libicu library installed.
Actual:
It is missing libicu, so that apps that relies on it (for e.g. JetBrains Rider)
doesn't start out of the box.
