Ubuntu 26.04 LTS (Resolute Raccoon), kernel 7.0.0-30-generic (Ubuntu
7.0.0-30.30-generic / upstream 7.0.12) on MSI MS-7C84 with NVIDIA
GeForce RTX 5060 Ti, driver 595.84.

Hibernation reproducibly creates a valid hibernation image, but the
machine does not complete the final power-off/reboot step. The displays
turn off and networking becomes unavailable, but fans and system LEDs
remain on indefinitely.

If I wait for the hibernation image to be written and then manually
power the machine off, the next boot successfully resumes from the
hibernation image and restores the previous user sessions.

Resume device is /dev/nvme0n1p4, a dedicated 72.3 GiB swap partition. A
second 72.3 GiB swap partition (/dev/nvme0n1p1) is used for normal
paging.

The issue was reproduced both with little memory usage and under heavy
memory pressure. In one test the host had almost all 60 GiB usable RAM
occupied and several GiB of paging swap in use; after manual power-off,
resume still restored four running virtual machines correctly.

Tests performed:

normal systemctl poweroff: works and powers the machine off completely
hibernate with HibernateMode=shutdown: hangs after writing the image
hibernate with HibernateMode=reboot: hangs instead of rebooting
pm_test=freezer: passes
pm_test=devices: passes
pm_test=platform: passes
pm_test=processors: passes
pm_test=core: passes
kernel test_resume: passes when the NVIDIA procfs suspend interface is invoked 
as required

NVIDIA uses PreserveVideoMemoryAllocations=1. The standard nvidia-
hibernate.service and nvidia-resume.service hooks are installed. A
direct test_resume initially failed with -EIO because the NVIDIA procfs
suspend interface had been bypassed; after running the NVIDIA
hibernate/resume hooks correctly, test_resume succeeded.

During a failing real hibernate, the kernel reaches the point where non-
boot CPUs are offlined and reports PM: hibernation: Normal pages needed:
.... After manual power-off and subsequent resume, the same hibernation
image restores successfully.

The failure was originally reproduced without no_console_suspend. I
temporarily added no_console_suspend only for debugging; it did not
change the behaviour.

There is also a separate NVIDIA DisplayPort/MST issue after some
boots/resumes, but I believe that is independent and am not including it
as part of this hibernation bug.

I currently only have kernel 7.0.0-30 installed, so I have not yet
tested whether this is a regression from an older Ubuntu kernel.
