Public bug reported:

I've been running 24.04LTS for some time, quite successfully after the last
but one kernel update to 6.8.0.136 the kernel would drop into emergency mode
after booting.
I simpely fell back to the last working kernel and continued (via grub)
However after installing .138 I had to manually reinstall 6.8.0.111 (a known
good kernel)

I have the screen of the hung system and the output of the Journalctl
-xb report.

No LSB modules are available.
Description: Ubuntu 24.04.4 LTS
Release: 24.04

linux-image-6.8.0.138-generic
I expected:
That the system to gracefully go to multi user mode
What I got was:
Emergency mode.

** Affects: ubuntu
     Importance: Undecided
         Status: New
