Additional clarification:

The MediaTek MT7902 Wi-Fi adapter is working correctly.

Wi-Fi uses the out-of-tree mt7902e DKMS driver and works on both tested
kernels:

- 7.0.0-28-generic
- 7.0.0-30-generic

Therefore, the regression described in this report affects Bluetooth
initialization only.

The failing device is the internal USB Bluetooth controller:

0489:e156
Vendor: Foxconn / Hon Hai
Handled by the btusb/btmtk stack as a MediaTek Bluetooth device.

The system contains:

- MediaTek MT7902 Wi-Fi: working
- Foxconn/MediaTek Bluetooth 0489:e156: works on 7.0.0-28-generic but fails on
7.0.0-30-generic

This makes the issue specifically reproducible as a Bluetooth regression
between kernel versions 7.0.0-28-generic and 7.0.0-30-generic.
