Regarding the autopkgtest failures. I've repeatedly retried the tests as
functionally this is effectively a null change and specifically relates
to optional post-installation configuration of this package itself so it
doesn't make sense that it would cause a regression.

The following failures are now resolved:
c-icap-modules/unknown (armhf)
clamav/unknown (armhf)

The following are still failing:
pg-snakeoil/1.4-3 (amd64, arm64, ppc64el, s390x)

I have run a migration-reference and found that fails on all of the above 
architectures as well
