This is a feature, not a bug. The busybox and toybox providers are
experimental ones for minimal environments and not particularly well
working. The provider choice is protected by Protected: yes such that
the dependency solver does not switch it away from you, requiring you to
special case --allow-remove-essential it and explicitly specify the
package you want to switch from.
