Setting the modes must be done as part of creating the file; "fixing"
them after the file is created is a race (even if `fchmod(2)` is used).
"Fixing" them by re-walking the filesystem and then issuing a `chmod(2)`
is unacceptable.

Please revert to GNU `cp` (and any other utility using this code path)
until uutils uses a safe mechanism to set modes.
