Public bug reported:
The systemd unit file shipped in the noble package relies on the _galera
user.

User=_galera
I assume the galera packages install that system users but they are
neither depended on nor are they required at runtime. This prevents the
systemd service from running.
Fix: use a different system user like nobody for the service (or make
sure to create _galera in postinst)
