Public bug reported:

The Mellanox ConnectX-6 network card on the host is unable to enter
switchdev mode at boot time, preventing the virtual functions from being
initialized.

The following lines are logged:

mlx5_core: probe of 0000:41:01.0 failed with error -110
systemd[1]: netplan-sriov-rebind.service: Main process exited, code=exited, 
status=1/FAILURE
systemd[1]: netplan-sriov-rebind.service: Failed with result 'exit-code'.
systemd[1]: Failed to start (Re-)bind SR-IOV Virtual Functions to their driver.

This happens also when switching to the doca-ofed driver, with the
following firmware and driver version:
