As part of the coordinated ROCm 7.14 whole-stack transition in stonking,
Ubuntu drops all non-amd64 ROCm builds (AMD's LLVM fork used on Ubuntu from
7.14 is amd64-only). See FFe:

src:ucc currently produces ROCm/HIP-linked binaries on: arm64, ppc64el.
To let the stale non-amd64 ROCm binaries be removed from stonking without
breaking this package, its optional ROCm/HIP backend needs to be disabled
on those architectures on Ubuntu.
How to disable (Ubuntu-only, gated on derivative.ubuntu):
ROCm/HIP is behind a single architecture list in debian/rules
(amd64 arm64 ppc64el) with matching [arch] restrictions on the ROCm
build-dependencies. Narrow to amd64 on Ubuntu (gated on derivative.ubuntu).
Debian keeps its full arch set.
This is a vendor-conditional packaging change; non-ROCm functionality is
retained on the affected architectures (hipfort excepted, being ROCm-only).
All affected packages are in universe and unseeded.
