This bug is missing the SRU temnplate[1]. In particular, the "Where things could go wrong" section. While adding a dependency looks simple enough, and perhaps even obvious, this change needs an impact analysis. Particularly because it's about a minimal image. Will this change pull in way more packages than needed perhaps? That kind of analysis.
I'll leave the package in unapproved, since in principle filling out the SRU paperwork won't require changes to the upload.
