lrc report attached

This was produced using the following command on a 26.04 lxc container

lrc > lrc.txt

Note that the report contains a huge number of false positives like the
following:

Some of these are false positives (for examples, the .rst files are
documentation mentioning GPL/GPL-3, while the setup.py file mentions
Apache but the license in the same folder is APACHE-2-LLVM-EXCEPTIONS).
Others use a slight variation in the license name, but the names I use
appear to be the more common forms already in the archive.
