I am experiencing the same type of problem on a Lenovo ThinkPad Yoga 260. The problem occurs with different Linux distributions:
Linux Mint 21.3: shutdown and suspend worked correctly. Linux Mint 22.0: shutdown no longer fully powered off the laptop. I formatted the disk and returned to Linux Mint 21.3, where the problem disappeared. More recently, I installed Linux Mint 22.3, and the problem appeared again. I have also tested PrimTux 9, and the same problem occurred there. When shutting down, Linux appears to shut down correctly: the screen goes black and the operating system stops, but the laptop does not actually power off. The power button then does not turn the laptop back on. I have to press and hold the power button for approximately 8–10 seconds to force the laptop completely off. Only after that can I press the power button normally and boot the laptop again. The same problem occurs with suspend. When the screen turns off during suspend, the laptop cannot be resumed. The power button does not wake it up, and I again have to force a complete power-off by holding the power button for approximately 10 seconds. I have now found a reliable workaround: In the Yoga 260 BIOS, under Security → Virtualization, I disabled "Intel VT-d Feature". With Intel VT-d enabled, the shutdown and suspend problems occur. With Intel VT-d disabled: shutdown works correctly; the FnLock LED turns off completely; the laptop can immediately be powered on again with a normal press of the power button; systemctl suspend successfully puts the laptop into suspend; the screen turns off normally; the FnLock LED turns off; the laptop can be woken up normally, including by pressing a keyboard key (Fn), as it did with Linux Mint 21.3. This makes the VT-d setting a very reliable workaround on my Yoga 260. My current PrimTux installation has kernels 6.14.0-37, 6.17.0-14 and 7.0.0-30. I had also previously tested different kernel versions on Linux Mint, but changing kernels did not solve the problem. I hope this information helps identify the underlying issue and that a permanent fix can eventually be found.
