For our use case, `sqv` is a drop-in replacement with significantly
stronger security guarantees. Replace the execution 1:1 with sqv will
drop support for deprecated codecs, implement a clearer story of what
success is (gpgv will return success even if there are failures apt
fails on, and failure where apt succeeds on - hence why apt ignores the
exit value of it, relying only on the status fd), and not needlessly
install `gpgv` now that apt uses `sqv`.
