Happy to do all that.

Please note that I run my Exim boxes with a static exim4.conf file and
don't use the Debian/Ubuntu funky config.

I only found this potential issue because I wanted to do proper SPF
handling at the MTA and discovered that Ubuntu compiles out the native
Exim SPF handling, which I think Debian might have restored.  Something,
something "universal" needed for the SPF library.

I adapted the funky Debian effort to my single .conf file and found that
it seems to fail due to quoting, hence filing this bug.

I have a few other issues to deal with but I should be posting back in a
couple of days.  I'm taking this quite seriously because it could cause
silent failure of a useful function.
