* Move ocd2 files back to per-arch binary packages (LP: #2165794):
- Move the main dictionaries to libopenccX.Y.
- Move the ocd2 Jieba dictionary to opencc-jieba.
- Add versioned Breaks/Replaces for upgrades from the old file owners.
