Public bug reported:
TPM FDE systems have their /usr/lib/firmware directory marked as read-
only, and as such any package writing files to that directory will be
incompatible.
Currently boot-managed-by-snapd conflicts with linux-firmware, however
as that package has been split, the number of conflicts to add is
significant. A smarter solution should make sure that TPM FDE systems
will conflict with any package writing to /usr/lib/firmware with an
appropriate notice given to users.
