Update from a discussion in ubuntu-devel:
The core issue here is that the custom unit creates /run/ssh-no-pam but the
patch created /run/sshd. We considered using other solutions like:
RuntimeDirectory=sshd sshd-no-pam
RuntimeDirectoryMode=0755
instead of the mkdir patch, but that has other side effects that might
be surprising, so we will add the patch back for now.
