Hey! Thanks for sharing all these information and testing. According to
what you have described, I've found 2 related upstream commits, which
were applied to various 6.x kernels and could be related:

1) stop_machine: Fix rcu_momentary_eqs() call in multi_cpu_stop()
-
https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/patch/?id=c861cac950fb6cf7b1b3a438cf717fdee4352df6

2) sched/core: Fix migrate_swap() vs. hotplug
-
https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/patch/?id=009836b4fa52f92cba33618e773b1094affa8cd2

Right now it seems like known good kernels in 6.x series are 6.15.11,
6.16 (failed probably due to an unrelated problem):

1)
  - 6.14.0-061400-generic, package 6.14.0-061400.202503241442 (ubuntu_mainline,
amd64): commit present; build available;
https://kernel.ubuntu.com/mainline/v6.14/
  - 6.13.0-061300-generic, package 6.13.0-061300.202501302155 (ubuntu_mainline,
amd64): commit absent; build available;
https://kernel.ubuntu.com/mainline/v6.13/

2)
  - 6.15.6-061506-generic, package 6.15.6-061506.202507101442 (ubuntu_mainline,
amd64): commit absent; build available;
https://kernel.ubuntu.com/mainline/v6.15.6/
  - 6.15.7-061507-generic, package 6.15.7-061507.202507171742 (ubuntu_mainline,
amd64): commit present; build available;
https://kernel.ubuntu.com/mainline/v6.15.7/

Right now it looks like patch #1 is the most likely to be related and
there's a chance #2 could also have some impact. Would you mind also
running 6.13, 6.14, 6.15.6 and 6.15.7 kernels on your machines?

EDIT: as I've suggested
https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=9709eb0f845b713ba163f2c461537d8add3e4e04.
as option while we did test it in the past (and actually it was my first
idea to test it). Just it was a long time ago and forgot about it :)
