Public bug reported:
SVM vs cluster credentials. start_lun_copy() unconditionally sends
source-vserver/destination-vserver. SVM-scoped tokens reject them
(13115: Extra input: destination-vserver); cluster-scoped tokens require
them (13006). Fix is to branch on using_cluster_credentials rather than
the blind retry in 1003074
