Confirmed — both CS35L41 amps report "Falling back to default firmware" and load the generic cs35l41-dsp1-spk-prot.wmfw (v0.58.0, 2022) rather than model-specific tuning. Both bind correctly with SSID 10433701, L and R channels, Gain 17, calibration applied (R0=9981 and R0=9760).
This explains the low volume.
