Public bug reported:

Due to bug #161106 , it is not possible to have two (or more) users both logged
with Compiz (advanced desktop effects). Generally the first to log in gets
Compiz and subsequent users do not.

There is no warning, most users will find this counter-intuitive and
confusing. Because Switch Users is most likely to be used by families
sharing a computer, the users who encounter this bug will generally not
be very experienced. They may report duplicate bugs or clog up support
forums.

Since bug #161106 is unlikely to be resolved any time soon - certainly
not in time for Hardy - then, when switching users to a new user which
has Compiz, the new user should be warned along the lines of:

"Advanced Desktop Effects will be turned off for this session, because
another logged-in user is already using Advanced Desktop Effects. Do you
wish to continue?"

...and then a Yes/No or Okay/Cancel button (whereby Cancel or No cancels
the switch users operation). This needs to happen AFTER the new user has
entered their credentials (not all users may have Compiz by default, so
the warning only needs to be shown for those that do), but BEFORE the
desktop session is loaded.

Use case:

Andrew logs in to his deskop account which has Compiz enabled by
default. He locks the screen and goes to make a cup of tea. His wife
Melissa borrows his laptop and switches to her own account which also
has Compiz enabled by default, leaving Andrew also logged in. Melissa is
warned that Compiz will be turned off for this session because Andrew's
Compiz session is already logged in. Melissa's session has no Compiz
effects but she does not complain because it has already been explained
to her. Next day, Andrew is logged out and Melissa logs in; Melissa gets
Compiz effects as normal.
