Public bug reported:

When running `uv run main.py -v download -c 13.2.2 cuda-meta` with a
manually older (13.2.0) branch in cuda-meta gives the following:

This leads to no new changelog being generated, which in turn leads to
some weirdness in the whole of ucms (primarily update-metadata not
working).
