This bug was fixed in the package kdump-tools - 1:1.10.7ubuntu5
---------------
kdump-tools (1:1.10.7ubuntu5) stonking; urgency=medium
[ Kevin Becker ]
* Build the kdump capture initrd with dracut when dracut is the installed
initramfs generator, so kdump-tools no longer pulls initramfs-tools onto
a dracut system (LP: #2042955):
- debian/dracut/, debian/rules: add a dracut module (50kdump-tools) and a
"kdump-tools" config profile, installed into dracut's modules.d and
dracut.conf.d, so the dracut package doesn't need a change.
Apply kdump sysctl overrides inside the initrd as well as after
switch-root.
- kernel-postinst-generate-initrd: choose the generator at build time;
the mkinitramfs path is unchanged. KDUMP_INITRD_GENERATOR forces one
or the other, see kdump-tools(5).
- debian/control: Recommends: dracut | linux-initramfs-tool in place of
initramfs-tools-core, so whichever generator the system already has
satisfies it and kdump-tools does not push one. Breaks: dracut-core
(<< 104~), the first release with --add-confdir. Depends: 3cpio,
used to read the decompressed initrd size for the crashkernel
estimator.
- debian/tests: dracut equivalents of the existing crash tests.

* Drop obsolete dependency on lsb-base (>= 3.0-6)
* Do not hard-code path of zipl in maintainer script
