[Impact]

The most recent version of systemd in the v259 branch is v259.9:
https://github.com/systemd/systemd/releases/tag/v259.9

Stable systemd releases include:

- Bug fixes
- Documentation fixes
- Test fixes
- hwdb updates (HWE)

As long as upstream makes stable releases on the v259 branch, we want to
provide those updates to users.

[Test Plan]

(a) The systemd package has an extensive autopkgtest suite that includes
the same unit tests and integration tests used in the upstream CI. These
tests must pass, and are the primary QA for this SRU.

(b) Smoke test on Ubuntu Desktop.

(c) Smoke test on Ubuntu Server.

(d) Release upgrade using do-release-upgrade will be done from
applicable stable releases.

(e) The systemd-hwe autopkgtest must pass, which requires a trivial
upload of that package to drop duplicate hwdb entries.

[Where problems could occur]

Because systemd includes many important components, the surface area for
regressions is fairly large. This is why the test plan includes the
extensive upstream tests, a release upgrade test, and smoke tests on
server and desktop.

Stable systemd releases do not:

- Add new features
- Remove support for existing features
- Change public API/ABI

Note that changes to the internal libsystemd-shared are a normal
occurrence.

Stonking is following the systemd v261 branch. The corresponding stable
release for that branch is v261.3, which is already in Stonking.
