Public bug reported:
In stonking, since [1], openssh with gssapi support is available in the
openssh-{server,client}-gssapi packages. They replace
openssh-{server,client}. When doing a release upgrade from resolute to
stonking, with openssh-server-gssapi installed (it's available in
resolute, but as a meta package only), the upgrader wants to correctly
remove openssh-server and replace it with openssh-server-gssapi, but
openssh-server is in a removal block list, and the upgrade stops.
