Hi, I ran a local `autopkgtest` with `--apt-pocket=proposed` in LXD
testbed for `glance` and ran into issue with the postinst script for
`mysql-server`.

```
Setting up mysql-server (9.7.2-4) ...
Renaming removed key_buffer and myisam-recover options (if present)
dpkg: error processing package mysql-server (--configure):
 old mysql-server package postinst maintainer script subprocess failed with 
exit status 1
dmesg: read kernel buffer failed: Operation not permitted
...
E: Sub-process /usr/bin/dpkg returned an error code (1)
```

In this environment with dmesg/kmsg access is restricted, the startup
sanity check (test_mysqld_startup:  mysqld --verbose --help --innodb-
read-only) seems to fail.
