gsmlib is archived in Github as of 2018. Maintenance in Debian has
fallen to the QA org with only QA level uploads. it contains a variety
of Lintian warnings, even after replacing the sysvinit script with a
systemd unit

Some of these are easily fixed (replacing the cron with systemd timer)
while others may need a little investigation or may never be solved.
Popcon rates it very lowly in Debian (< 100 installs).
There are also a large number of deprecated warnings on compilation
which will cause issues in the future.
I checked, and on a technical level, it appears gsm-utils is _still_
usable with modern sim cards, requiring either a usb sim card modem or
changing settings on your phone (which can be disallowed). There are
modern alternatives for CLI interactions, such as `gammu` available.
