As upki finished MIR process now, we'd like to enable it by default.
Given how late we are in the process, we should limit the enablement to
`curl` to limit scope.
The proposed changes are follows:
- curl Build-Depends on libupki-openssl-dev, producing libcurl4t64 (or
maybe `curl`) Depends libupki-openssl1
- `libupki-openssl1` is changed to `Recommends: upki` such that the
service that fetches CRLite revocation data is included by default.
This will change particularly cloud-minimal and server-minimal seeds,
and lots of desktops, pulling in two more packages:
- upki weighs in at 3MB
- libupki-openssl1 weighs in at 652 kB
