It's ok if you want to test the upgrade from 25.10 to 26.04 using the
armhf partial arch, but I think we also need an armhf/arm64 test from
noble to resolute.
I appreciate the trickery involved in this fix and all the corner cases
it's trying to cover, not a simple task.
