Public bug reported:
As noted in: https://kubuntu.org/news/kubuntu-26-10-beta/
"The Plasma Welcome Centre window pops up in the installer when you
click “Install” to commit changes to disk. This window can simply be
closed, and does not affect the installation."
From discussion in the KDE Plasma development room in matrix, it seems
that calamares "calls kded in order to turn off removable media
automount in Solid" and is doing this as root. Starting kded in turn
triggers plasma-welcome to start as root.
plasma-welcome is inhibited from showing its window if it has previously
been run by checking ~/.config/plasma-welcomerc, but as this time it is
running a root it checks the root version of that and not the live
session users .config
As a workaround for now we can ship/write an additional config file so
the plasma-welcome process thinks it previously ran under the root user
and so does not pop up its window during the installation.
We will try to investigate a more elegant and permanent solution,
perhaps in consultation with upstream.
