Thanks, same bug confirmed. Because Secure Boot is on, use this fix
(it keeps Secure Boot on). Copy each line into a terminal:

sudo apt install -y git dkms
  git clone https://github.com/testyfishy/hp-omnibook-flip16-touchscreen-fix
  cd hp-omnibook-flip16-touchscreen-fix
  sudo ./install.sh
  sudo mokutil --import /var/lib/dkms/mok.pub

The last command asks you to make up a password (twice). Remember it.

Then reboot. A blue screen appears once:
Enroll MOK -> Continue -> Yes -> type that password -> Reboot

(If mokutil says the key is "already enrolled", just reboot normally.)

After the reboot, check:

grep ELAN /proc/interrupts; sleep 1; grep ELAN /proc/interrupts

The number should barely change now. Post the result here.
