I can see the dpkg prompt in the logs, and I have seen it while reproducing the
bug - mind that for unattended the default would be to keep the current
installed config, which is what happens here.
With the config being used here this can be reproduced even on Noble itself,
without a release upgrade.
Creating /var/dcc is enough as a workaround, and I'm marking this one Invalid.
