Public bug reported:

streamripper fails to build from source in stonking on all
architectures:

/bin/bash: line 1: ./install-sh: Permission denied
make[3]: *** [Makefile:647: install-binPROGRAMS] Error 126

Root cause:
In 1.64.6-4, upstream package moved to dh with --without=autoreconf. Upstream
install-sh has 0664 permissions in the orig tarball. Because autoreconf is
disabled, build relies on ./install-sh during make install, which fails due to
missing executable permission.

Fix:
Make install-sh executable in override_dh_auto_configure before running
configure.
