The failure occurs because the bundled include/linux-
private/linux/types.h shadows the system header and lacks __u128, which
is required by asm/sigcontext.h in linux-libc-dev 7.3.
The header cannot be dropped because it is referenced in Makefile.am.
I refreshed include/linux-private/linux/types.h to define __u128
matching system headers and attached the debdiff for stonking
(3.12.0-2ubuntu1).
The package builds and test suites pass cleanly.

+ Root Cause:
+ In linux-libc-dev 7.3 on arm64, asm/sigcontext.h (included via <signal.h> in
tests/test-cache-mngr.c) uses __u128 for vector registers vregs[32]. Because
libnl3 passes -I./include/linux-private before system include paths, its
bundled copy of linux/types.h shadows the system header. The bundled copy lacks
the definition of __u128.

+ Refresh include/linux-private/linux/types.h by defining __s128 and __u128
under #ifdef __SIZEOF_INT128__ to match the system linux/types.h. (The header
cannot simply be deleted as it is tracked in Makefile.am).
