Important refinement after catching a slow-but-successful resume on
2026-10-08.

The ResumeDevice signals are NOT dropped. They sit queued and get dispatched
later, all at once:

  11:27:38.333948 logind sends 9 ResumeDevice
11:28:30.486941 Xorg processes 10 'got pause' -- these were emitted at
                   suspend time, 12 hours earlier
11:28:30.540954 Xorg processes the first 'got resume'
11:28:30.732353 ... and the last one; the screen comes back

52 seconds between emission and dispatch, and the backlog still contained the
PauseDevice signals from the previous evening.

So the accurate description is: inbound session signals are dispatched with an
unbounded delay. What I reported as a "failure" is the case where the delay does
not end within minutes; a "slow resume" is the same bug with a delay that
happens
to end on its own.

Ruled out as the trigger for draining the queue: input-device events and
TakeDevice/ReleaseDevice round-trips. A failed resume had 18 device
release/remove events and never drained the queue; the successful one had 8.
