When performing a distribution upgrade do-release-upgrade, APT gets
trapped in an unresolvable dependency resolver loop between libc6,
dhcpcd, dhcpcd-base, dhcpcd5, and network-manager.
Upgrading libc6 requires a newer dhcpcd version (dhcpcd (>=
1:10.1.0-7~)), but the upgraded dhcpcd conflicts with network-manager.
When APT attempts to keep network-manager and hold back dhcpcd, it
breaks libc6's Breaks requirement, causing APT's solver to repeatedly
cycle back and forth endlessly:
