Public bug reported:

I'm filing this bug in case it helps land this fix in stonking but I'm
not working on the stonking update.

dh_installsystemduser's behavior has changed in dh compat 14 to restart
systemd user services when the packages containing them are upgraded.
This is usually a good thing but it doesn't work well for some systemd
user services.

When gnome-keyring's systemd user service is restarted, users are logged
out of gnome-keyring and are presented with a password prompt when an
app requests access to the keyring. This is disruptive as many users may
be unaware of what gnome-keyring is or what its password is.

The workaround is to update the packaging to keep using the dh compat 13
behavior for dh_installsystemduser.

** Affects: gnome-keyring (Ubuntu)
     Importance: Undecided
         Status: New
