Public bug reported:
When a monitor under the pointer has a fullscreen window, GNOME hides the top
bar but
keeps its strut, so the work area still reserves the bar's height. The layout
picker
is positioned from that work area, so it is pushed down by the height of the
hidden
top bar, leaving a gap at the top. Since a fullscreen window has no struts, the
picker
should use the monitor geometry instead.
Steps to reproduce
1. Enable "Show Layout Picker".
2. Make a window fullscreen on a monitor (top bar hides).
3. Drag a window from another monitor (or one you've alt+tab'ed to) onto it,
revealing the picker there.
Expected: picker hugs the top edge of the monitor.
Actual: picker is offset down by the top bar height, leaving a gap.
