Public bug reported:
When "Panel mode: extend to the screen edge" is enabled, all dock icons
briefly jump/shift whenever an application is opened or closed, even
though those icons are not affected by the operation.
Steps to reproduce:
1. Settings -> Ubuntu Desktop -> Dock: enable
"Panel mode: extend to the screen edge".
The dock should stay on the left or right side of the screen.
2. Turn off "Place icons to the center" so the icons are packed to the
start of the dock.
3. Pin a couple of applications.
4. Open an application that is not already running.
5. Watch the other dock icons.
6. Close it and watch them again.
Expected: only the icon of the application being opened/closed appears or
disappears; the other icons stay put.
Actual: every icon briefly moves and then returns to its previous
position. The dock looks like it is rearranging itself for no reason.
