Public bug reported:
apport / kdump-tools — Conflicting use of /var/crash:
• apport-autoreport.path watches /var/crash via PathChanged=/var/crash.
• kdump-tools.service unconditionally writes /var/crash/kexec_cmd on every boot
via kdump-config.
• Because they start concurrently, any write by kdump-tools trips Apport's
crash-upload service during startup.
• If apport-autoreport.path activates before kdump-tools.service finishes
writing /var/crash/kexec_cmd, inotify captures the write and fires
apport-autoreport.service.
• Since apport-autoreport.service is Type=oneshot, systemd waits for this
process to exit before declaring initial startup complete, inflating userspace
boot time fo ~30s.
### Steps to Reproduce:
1. Ensure kdump-tools and apport are installed and enabled.
2. Generate an unresolved .crash report in /var/crash
3. Reboot the machine repeatedly.
4. Observe some startup times are 30s slower than the others because
whoopsie-upload-all blocks for 30s in its sleep loop before exiting with status
2 (INVALIDARGUMENT).
