Hey there! Thanks for the bug report. I understand how you feel.

`firewalld` is not installed on Ubuntu by default and is part of the
universe repository, which in itself contains thousands of packages.
Identifying the rationale for why a user has chosen to install any of
these packages is not feasible unfortunately.

While suboptimal perhaps, the upgrader does provide a list of packages
that *can* be removed, giving a choice to either Keep or Remove them. If
a package was automatically installed by another package no longer
present, then that package *can* be considered obsolete and included in
the removal list.

Of course, the upgrader *could* warn about actively running services,
but that also has the drawback of possibly generating a significant
amount of noise for packages you actually do want to remove.

However, I would argue that the upgrader is maybe not the best place to
solve this, as any consecutive `apt purge` after the upgrade would have
generated the same behavior. Maybe it should be `firewalld` itself even
that warns about being removed while it has an active firewall running?

All the best,
Simon
