Public bug reported:

After upgrading to Ubuntu 26.04 LTS (kernel 7.0.0-38-generic), the
system fails to enter a proper low-power state on suspend. The display
turns off but the fans keep running, indicating the hardware is not
actually suspended. On wake, the system does not resume — a long-press
of the power button (hard reset) is the only way to recover. This makes
quick suspend/unsuspend cycles impossible without losing work.

OS: Ubuntu 26.04 LTS "Resolute Raccoon"
Kernel: 7.0.0-38-generic
Suspend method: s2idle (confirmed via cat /sys/power/mem_sleep)
Motherboard: MSI MS-7C95
CPU/GPU: AMD Cezanne (Radeon Vega Mobile, amdgpu driver)
BIOS: 2.N0 (09/02/2025)

Steps to reproduce:
- Suspend the system (systemctl suspend or close lid).
- Display turns off; fans continue running (system is not in a low-power state).
- Attempt to wake (power button / open lid).
- System does not wake — no response.
- Only recovery: hold power button until forced shutdown, then power on again.
- Expected behaviour:
- System enters a genuine low-power state (fans stop or near-stop) and resumes
normally on power button / lid open.

Regression:
This did not occur before the upgrade to Ubuntu 26.04 LTS. It appeared
immediately after the update.

** Affects: linux (Ubuntu)
     Importance: Undecided
         Status: New

** Summary changed:

- [s2idle] Suspend incomplete (fans remain on) and resume fails — hard reset
required — AMD Cezanne APU / MSI MS-7C95
