datalad (1.3.1-2ubuntu1) stonking; urgency=medium
* Don't resolve dependencies when running "setup.py develop"
(debian/rules, debian/patches/develop-no-deps.patch). With current
setuptools the keyrings.alt requirement isn't matched with the
installed package and it tries to download it, failing the build
(LP: #2170901)
* debian/rules: skip test_preserve_attrs, it asserts the atime is kept
after a copy, which fails on the Launchpad builders
