Reproduction in an isolated test environment confirms the failure
sequence:

When any generator hits the 90s timeout during daemon-reexec, the
resulting -EPROTO causes manager_startup() to abort, and PID 1 enters
fatal freeze_or_exit_or_reboot().

An upstream pull request has been submitted to address both the core
resilience and the network mount chasing:

https://github.com/systemd/systemd/pull/44369

1. core/manager: during daemon-reexec (serialization != NULL), generator
failures are logged as warnings and do not abort manager_startup(),
matching daemon-reload resilience.

2. fstab-generator: skip chase() for network mounts
(mount_is_network()), using path_simplify() to avoid blocking in
D-state.
