Public bug reported:
```
$ LANG=C sudo apt update
[...]
36 packages can be upgraded. Run 'apt list --upgradable' to see them.
```
This output misleading. There is nothing to do due to phasing:
```
$ LANG=C sudo apt upgrade
Not upgrading yet due to phasing:
gir1.2-adw-1 libudev1 systemd-dev
gir1.2-mutter-18 libudev1:i386 systemd-oomd
libadwaita-1-0 mutter-common systemd-resolved
libinsights0 mutter-common-bin systemd-sysv
libmutter-18-0 orca systemd-timesyncd
libnss-mymachines python3-software-properties tmux
libnss-systemd software-properties-common ubuntu-insights
libsystemd0:i386 systemd-cryptsetup xvfb
Summary:
Upgrading: 0, Installing: 0, Removing: 0, Not Upgrading: 36
```
Can apt update show two numbers: upgradable and phased. Example:
```
$ LANG=C sudo apt update
[...]
0 packages can be upgraded. (36 upgrades are hold back). Run 'apt list
--upgradable' to see them.
```
or
```
$ LANG=C sudo apt update
[...]
0/36 packages can be upgraded. Run 'apt list --upgradable' to see them.
```
