Public bug reported:

(edited with Claude support)

After upgrading from Ubuntu 24.04 to 26.04, the system freezes at boot
with kernel 7.0.0-38-generic. The old kernel 6.8.0-146-generic works fine.

Hardware: ASUS VivoBook X513EQ, BIOS X513EQ.318 (05/09/2023)
CPU/GPU: i7-1165G7, Iris Xe [8086:9a49] + NVIDIA (driver 580.178.04)

Symptom: hard freeze (keyboard dead, no TTY) 2-3 seconds after the
login screen appears. Also freezes with systemd.unit=multi-user.target.

Tested on 7.0.0-38:
- nomodeset            -> boots, stable
- NVIDIA blacklisted -> still freezes
- xe.force_probe=9a49 (i915.force_probe=!9a49) -> still freezes
- intel_iommu=off      -> still freezes
- i915.enable_dc=0     -> still freezes
- i915.enable_psr=0    -> still freezes
- video=HDMI-A-1:d video=HDMI-A-2:d -> still freezes

The kernel log shows repeated warnings in intel_tc.c (Type-C PHY):
- tgl_tc_phy_init: drm_WARN_ON(val == 0xffffffff)
- "Port F/TC#3: timeout waiting for PHY ready"
- icl_tc_phy_connect: drm_WARN_ON(tc->mode == TC_PORT_LEGACY)
- get_pin_assignment: "Missing case (pin_assignment == 15)"
- __intel_tc_port_lock: drm_WARN_ON(tc->mode != TC_PORT_TBT_ALT &&
!tc_phy_is_owned(tc))
triggered from intel_hdmi_detect and i915_hpd_poll_init_work.
The log is cut off at the moment of the freeze.

Syslog of a failed 7.0 boot attached.

** Affects: linux (Ubuntu)
