I had the same or at least a similar issue. I found a whole bunch of "DEBUG Failed to find a replacement for" in /var/log/dist- upgrade/main.log - due to the fact that the packages mentioned there (e.g. "e2fslibs" which causes later the issue with libext2fs2t64) are locally installed and neither have respective maintained package at jammy nor noble. I deinstalled all of them - and now do-release-upgrade works!
